Approval of the road transfer interlocal agreement with the City of Belleair Bluffs for the transfer of the un-named alley south of Block B from Harbor View Lane to Indian Rocks Road.
Authorize the Chairman to sign and the Clerk to attest the agreement; authorize the Clerk to record the interlocal agreement with exhibits and corresponding right-of-way map in the official public records of the County.

Summary:
This agreement provides for the transfer of jurisdiction and associated maintenance responsibilities for the above County roadway segment to the City upon official filing with the Clerk of the Circuit Court.
Background Information:
The Department of Public Works has been partnering with local municipalities to better define right-of-way maintenance responsibility in areas where jurisdictional boundaries are shared. By Florida State Statute a “Road” is defined as “a way open to travel by the public including, but not limited to, a street, highway, or alley.” The attached roadway agreement serves to transfer jurisdictional responsibility for the designated public road segment / paved alley that is within, or partially within, the City municipal limits. Both the County and City agree that it is in the best interest of the parties that responsibility associated with the operation, maintenance, planning, design, and construction of the identified road segment, along with future improvements, thereto, be transferred to the City.
The City accepts all legal rights of the public roadway segment / paved alley that is within, and appurtenant to, the rights-of-way being transferred. The City agrees to allow the County, through a permanent permit, to utilize rights-of-way associated with the transferred roadway segment for County owned utilities.
Fiscal Impact:
There is no cost to the County for entering into this agreement with the City; however, an overall reduction to future maintenance cost will be realized.
