Approve six appointments to the Pinellas County Construction Licensing Board by the Board of County Commissioners as a whole for a term of four years beginning on October 1, 2025.
• Positions available for appointment/reappointment are:
o Mechanical contractor or Class A Air Conditioning contractor
o Roofing or Sheet Metal contractor
o Swimming Pool contractor, Specialty Structure contractor, or Veneer Specialty contractor
o Consumer Representative, not affiliated with the construction industry
o Fire Official
o South County Building Official
• Names of applicants can be viewed on attached ballot.
• The Clerk will disseminate the ballots to the commissioners.

Background Information:
The Pinellas County Construction Licensing Board conducts examinations for certification of county contractors, assists in enforcing licensing laws, holds public hearings for amendments to construction codes, supervises public liability and property damage insurance coverage for locally certified contractors, U.S. longshoremen and harbor workers, investigates consumer complaints in the contracting field, codify and enforce the Pinellas Gulf Beaches Coastal Construction Code.
The PCCLB consists of 15 members made up of the following: licensed general contractor; registered architect; licensed residential contractor; licensed electrical contractor; licensed plumbing contractor; licensed mechanical contractor or licensed Class A air-conditioning contractor; licensed roofing contractor or licensed sheet metal contractor; licensed swimming pool contractor, licensed specialty structure contractor, or licensed veneer specialty contractor; a Pinellas County building official; two consumer representatives not affiliated with the construction industry; a fire official; and three building officials including a North county building official from one of the following municipalities: Clearwater, Tarpon Springs, Dunedin, Oldsmar, Safety Harbor, Belleair, Belleair Bluffs, or Largo; a South county building official from one of the following municipalities: St. Petersburg, South Pasadena, Gulfport, Seminole, Kenneth City, or Pinellas Park; a Beach community building official from one of the following municipalities: Belleair Beach, Belleair Shore, Redington Beach, North Redington Beach, Madeira Beach, Indian Rocks Beach, Indian Shores, Redington Shores, Treasure Island, or St. Pete Beach.
Each member of the board, other than the building official, the architect, and the consumer member, shall personally hold an unexpired certified license issued by the City of St. Petersburg, the City of Clearwater, the County of Pinellas, or the State of Florida at the time of appointment; be actively engaged in his or her respective business and have been so engaged for a period of at least 5 consecutive years before the date of appointment; and be a citizen and resident of the county.
All members of the Board are appointed by the Pinellas County Board of County Commissioners (BCC) and must be residents of Pinellas County with the exception of any governmental building officials. The BCC will appoint members to four-year terms. Board members may not serve more than two consecutive terms but may be reappointed after a two-year hiatus. However, the limitation does not apply to any of the governmental building officials or fire official appointees. The PCCLB must elect a chair and vice chair to serve for a term of up to two years.
All terms of office expire on September 30th of the last year of the term. The following members’ terms expire in even-numbered years: the general contractor, the architect, the residential contractor, the electrical contractor, one of the consumer representatives, and the North County and Beach community building officials. The following members’ terms expire in odd-numbered years: the mechanical contractor or Class A air conditioning contractor, the fire official, the roofing or sheet metal contractor, the swimming pool contractor, specialty structural contractor, or veneer specialty contractor, the pluming contractor, one of the consumer representatives, and the South County building official.
Each member of the board who is not otherwise required to file a financial disclosure statement pursuant to s.8, Art. II of the State Constitution or s. 112.3144, Florida Statutes, must file an annual disclosure of financial interests (FORM 1) pursuant to s. 112.3145, Florida Statutes by July 1 for the prior year.
