Body
Strategic Plan:
Deliver First Class Services to the Public and Our Customers
5.1 Maximize partner relationships and public outreach
5.2 Be responsible stewards of the public’s resources
5.3 Ensure effective and efficient delivery of county services and support.
Summary:
Sharing of the radio system spectrum utilized by PSTA provides economies of scale and meets the regional goal of interoperability and interagency communications and allows for seamless communication with Emergency Management during a disaster activation as PSTA assists with evacuations under Federal Emergency Management Agency (FEMA) Emergency Support Function (ESF) #1 Transportation.
Background/Explanation:
The original ILA was effective March 20, 2018 with five (5) additional one (1) year periods upon written agreement of the parties. Effective October 1, 2020, both parties agreed to extend the renewal term to three years to minimize the need to return to both Boards on such a frequent basis. The current renewal term is from October 1, 2023 through September 30, 2026.
Fiscal Impact:
Based on its portion of airtime for FY23, PSTA’s annual maintenance cost for FY24 is $124,153. FY25 and FY26 are to be recalculated based on the cost of the maintenance contract extension. PSTA will pay the County an annual access fee of $3,000.00 for Jolley Trolley and Looper Group. This cost recovery for radio system infrastructure maintenance is included in the FY24 Adopted Budget for Safety and Emergency Services and is allocated between the General Fund, Intergovernmental Radio Communications Fund, and Emergency Medical Services Fund.
Delegated Authority:
Authority for the County Administrator to sign this ILA is granted under Code Section 2-62 (a) (1).
