Approval of the negotiated Agreement with Van Scoyoc Associates, Inc. (Van Scoyoc) for Federal Government Relations Services.
• The Agreement provides the County with Federal Government Relations Services, including but not limited to: comprehensive legislative and executive branch strategic advice, liaison services, and advocacy for the County’s federal priorities.
• On April 24, 2018, the Board of County Commissioners directed staff to retain Van Scoyoc for Federal Government Relations Services through 2022.
• Services will be provided at a monthly retainer of $7,500.00 with an additional annual cap of $5,000.00 for pre-approved travel.
• The County utilized the existing contract that Van Scoyoc has with the City of Clearwater to retain these services.
Contract No. 189-0017-PB (SS), in the annual amount of $95,000.00 for a forty-eight (48) month tem total of $380,000.00. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:
This contract provides the County with Federal Government Relations Services, including but not limited to: comprehensive legislative and executive branch strategic advice, liaison service and advocacy for the County. This will include proactive advocacy services for flood insurance and beach nourishment issues.
As the Federal Government Relations firm for the County, Van Scoyoc will provide an array of services including the following: 1) researching and recommending legislative positions for proposed laws and regulations; 2) identifying and developing opportunities to access federal funding; 3) promoting Board’s position on priority issues to national interest groups; 4) monitoring existing and proposed laws and regulations that affect the Board’s priorities; and 5) arranging meetings for County elected and appointed officials with Congressional members and staff.
Background Information:
On April 24, 2018, the Board directed staff to retain Van Scoyoc for Federal Government Relations Services through 2022.
Services will be provided at a monthly retainer of $7,500.00 with an additional annual cap of $5,000.00 for pre-approved travel.
The County is cooperatively utilizing pricing per Van Scoyoc’s contract with the City of Clearwater (07-18) to retain these services.
Fiscal Impact:
Estimated forty-eight (48) expenditure not to exceed: $380,000.00
Estimated annual expenditure not to exceed: $ 95,000.00
Funding is derived from the General Fund, Countywide Support Services - Intergovernmental Program.
