Approval and execution by the County Administrator of Change Order No. 1 with Gibbs & Register, Inc. for the Raymond H. Neri Community Park (PID 002201A) - American Rescue Plan Act.
• This project provides passive and active recreational opportunities for the communities in the Lealman Community Redevelopment Area.
• Several quantities exceeded the original bid quantities, including sod and pavement pay items. Additionally, this request increases unspecified expenditures due to added scope, including extra fire suppression components for the prefabricated maintenance building, additional tree clearing for outparcels and repair of existing storm sewer system within the park property.
• Change Order No. 1 increases the agreement by $182,033.00 for a revised amount of $8,651,385.00 and extends the construction duration by 94 consecutive calendar days for a revised completion date of February 20, 2026.
• The Board of County Commissioners awarded this contract to Gibbs & Register, Inc. in the amount of $8,469,352.00 on April 9, 2024.
• Funding for this project is budgeted under the Raymond H. Neri Community Park 002201A, included in the Capital Improvement Plan, funded by the American Rescue Plan Act (ARPA), Penny for Pinellas, and State grant funding. Total available funding is the amount of the project allocation as represented in the FY26-FY31 Capital Improvements Program. Available funding in excess of the recommended not-to-exceed amount is available for other project costs. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.

Background Information:
The Board of County Commissioners awarded this contract to Gibbs & Register, Inc. in the amount of $8,469,352.00 on April 9, 2024, to construct a multi-use community park. Raymond H. Neri Community Park, formerly Joe’s Creek Greenway Park, is located in the Central Lealman Area of Pinellas County. The park is adjacent to the Lealman Exchange, the area’s community center.
