Approval by the County Administrator of Modification No. 2 to the Grant Agreement with the United States Environmental Protection Agency (USEPA) for Air Pollution Control Program Support.
• This action approves an increase of $117,000.00 to the grant agreement for Fiscal Year (FY) 2021 and revises the USEPA cost-share of approved program costs to a total federal funding amount of $357,620.00 for FY 2021.
• The estimated County match over the two (2) year grant agreement is $1,951,370.00 ($965,570.00 for FY 2020 and $985,800.00 for FY 2021).
• The County match is comprised of approximately 28.5% General Fund and 71.5% Tag Fee Fund in the FY 2021 Public Works Budget. The General Fund contribution is 100% reimbursed through program income and federal funding.
• Recipient's signature is not required.

Summary:
Modification No. 2 provides an increase of $117,000.00 to the Air Pollution Control Program Support Grant Agreement for FY 2021. The modification is in support of continued funding of the County program to protect air quality. Additional FY 2021 funding is anticipated. The County has requested the USEPA approve a future additional amendment to modify the allowable indirect rate and revise the Object Class Categories to account for and allow FY2021 federal funds to be utilized for unanticipated equipment expenses incurred during FY2020.
Background/Explanation:
USEPA’s Air Pollution Control Section 105 Grant program provides funding to assist in planning, developing, establishing, improving and maintaining adequate programs for prevention and control of air pollution. The County’s air program is recognized by the USEPA and State of Florida, and Department of Environmental Protection (FDEP) as an approved local air pollution control program eligible to receive federal grant funding from the USEPA. The County has the authority, through prior agreements, to protect air quality through the implementation of federal and state air pollution rules and regulations.
Fiscal Impact:
This modification provides an increase of $117,000.00 for FY 2021. FY 2021 is the second year for the project period. USEPA will cost share 20.40% of all approved budget period costs incurred, up to and not exceeding total federal funding of $357,620.00. USEPA's financial obligation to the recipient is limited by the amount of federal funding awarded to date, as reflected on the grant award document. An additional amendment has been requested to modify the allowable indirect rate and revise the Object Class Categories to account for and allow FY2021 federal funds to be utilized for unanticipated equipment expenses incurred during FY2020.
A match is required and estimated at $1,951,370.00 over the two (2) year project period. FY amounts total $965,570.00 for 2020 and $985,800.00 for 2021. The match is comprised of approximately 28.5% General Fund and 71.5% Tag Fee Fund, included in Public Works Environmental Management Division FY 2021 Adopted Budget.
