• This contract provides pipes, reinforced concrete, PVC, precast slabs, and related materials for Public Works.
• Two bids were received with award recommendation to Southern Precast as the lowest responsive and responsible bidder in the amount of $470,580.00.
• The contract term is twelve months with provision for four, twelve-month extensions.
• Unit prices are locked for the first 90 days. Quarterly unit price adjustments (decrease/increase) for the remaining 9 months may not exceed the average of the Producer Price Index or 8%, whichever is less.
• The contract replaces a previous contract with Southern Precast Concrete, awarded by the Board of County Commissioners July 18, 2023.
• Funding for this contract is included in the current year budget of Public Works in the Surface Water Utility Fund and General Fund.
Contract No. 25-0377-ITB in the total not to exceed amount of $470,580.00 for a twelve-month term; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary
This contract provides the Public Works Department with reinforced concrete pipes, reinforced concrete, PVC precast slabs and related materials pertaining to the maintenance and repair of stormwater infrastructure throughout the unincorporated County. This contract is for supply of materials only.
Duration of the contract shall be for a period of twelve (12) months with unit prices held firm for the first ninety (90) days. The contract has provision for quarterly price adjustments (decrease/increase) for the remaining nine (9) months in an amount not to exceed the average of the Producer Price Index (PPI) or eight percent (8%), whichever is lesser, not seasonally adjusted.
The contract may be extended subject to written notice of agreement from the County and the Contractor for four (4) additional twelve (12) month periods.

Background Information:
On April 03, 2025, the Purchasing Division, on behalf of the Public Works Department, released an invitation to bid (ITB) with the intent to establish a contract for pipes, reinforced concrete, PVC, precast slabs and related materials to be ordered as and when required, by the Public Works Department. Two bids were received with award recommendation to Southern Precast for all commodity groups in the amount of $470,580.00. This contract replaces 23-0204-ITB.
