Adopt the resolution on the proposed Brownfield Area designation of the Rainbow Village Green Reuse Area.
• Rainbow Village Green Reuse Area encompasses approximately 33.8 acres. The entire area is proposed to be part of the rehabilitation project.
• The proposed project is a multi-phased affordable housing community to be called “Rainbow Village.”
• Location is near the Historic Dansville landfill site and may be reflective of perceived contamination.
• Two public hearings are required before the Board of County Commissioners prior to adopting a resolution authorizing Pinellas County Housing Authority and/or Heritage Oaks, LLLP, to enter into the future Brownfield Site Rehabilitation Agreement with the Florida Department of Environmental Protection.
• The first public hearing was conducted on October 29, 2024. This is the second public hearing.

Consideration of the Resolution requires the second of two (2) required public hearings to allow opportunity for public input on the Brownfield designation of the proposed Rainbow Village Green Reuse Area site. The site is under a Ground Lease with Heritage Oaks, LLLP from Pinellas County Housing Authority and located at 12301 134th Avenue, Largo and 13060 Washington Drive, Largo (in unincorporated Pinellas County) and detailed in Exhibit A to this Resolution. Florida Statutes (F.S.) 376.80(c)(2) and F.S. 125.66(4)(b) require two (2) public hearings to adopt the resolution, which authorizes the Owner to enter into a Brownfield Site Rehabilitation Agreement with the FDEP.
Rainbow Village Green Reuse Area encompasses approximately 33.8 acres. The parcels were developed in 1969 for housing. The area is comprised of two (2) parcels: Parcel ID 09-30-15-70488-200-0700 located at 13060 Washington Drive, Largo, Pinellas County and Parcel ID 04-30-15-70452-300-2500 located at 12301 134th Avenue, Largo, Pinellas County, FL 33774. Based on the review of historical aerial photographs, there was citrus cultivation/farming in the area, on or near the site. The area is proposed to be part of a rehabilitation project.
The proposed project is a multi-phased affordable housing community to be called Rainbow Village. The first phase will consist of a 64-unit, three-story building and four (4), single-story quadplexes for a total of 80 units. Future phases will consist of affordable housing in duplexes, single-family detached homes, and stacked flats.

Background Information:
Designation as a Brownfield site will provide the Owner eligibility to state based economic incentives that could defray costs of site investigation and cleanup costs through the life of the project.
Section 376.79(4), Florida Statutes, defines “brownfield site” to mean real property, the expansion, redevelopment, or reuse of which may be complicated by actual or perceived environmental contamination.” Historical aerial photographs show what appears to be areas of dumped waste along the western property boundary. The proximity of the Historic Dansville Landfill site, the scattered nature of the documented dumping adjacent to the Subject Property, and the potential historical use of the Subject Property and the surrounding area for citrus cultivation creates a perception of contamination on Subject Property.
