Approval of the Municipal Services Taxing Unit (MSTU) funding request, in the amount of $ 20,000.00, for the Feather Sound Community Services District (FSCSD) Pickleball Court Improvements.
• The MSTU funding is being requested to construct two pickleball courts in the FSCSD Earl Maize Recreation Area.
• Currently, there are no opportunities to play pickleball in the Feather Sound area.
• The anticipated construction cost of the project is $36,900.00. The funding request for the project is $20,000.00. All costs over and above the $20,000.00 MSTU grant will come from the district's tax revenues and carry forward to the FSCSD Capital Improvement Fund Balance.
• The request for funding in the amount of $20,000.00 is a one-time expenditure of budgeted MSTU Special Projects Funds. Funding is included in the General Government MSTU cost center within the General Fund and is consistent with the Fiscal Year 2024 approved budget.

Summary
The Feather Sound Community Services District, Inc. is a non-profit corporation that is contracted by the Pinellas County BOCC to administer and operate business affairs of the Feather Sound Municipal Services Taxing Unit.
FSCSD is organized for the purpose of providing street lighting and the acquisition, development, and maintenance of recreational areas and green space for the residents of Feather Sound. The services are funded by a .70 mill tax assessed annually on property within the municipal services taxing district and shown with other taxes on annual property tax notices.
Pickleball is a fast-growing sport enjoyable by all ages. There are no opportunities to play pickleball in the Feather Sound area.
FSCSD will build two pickleball courts in the Earl Maize Recreation Area. The park currently features a playground with play structures, basketball court, multi-purpose recreational open space, a nature boardwalk, and two picnic pavilions.
The project is in the design phase and will be submitted to the County for site plan approval and related permits in Summer 2024. Construction will begin late Summer 2024/early Fall. The anticipated opening of the Pickleball Courts is late 2024 or early 2025.
All costs over and above the $20,000 MSTU grant will come from the district's tax revenues and carry forward FSCSD Capital Improvement fund balance. The anticipated construction cost of the project is $36,900.00.

Background Information:
The MSTU Special Projects Funding opportunity was created by the Board of County Commissioners for the purpose of supporting projects that enhance community and neighborhood opportunities in unincorporated areas of Pinellas County. These MSTU Special Projects Awards are intended to support culture, recreation, and community engagement opportunities for residents in unincorporated areas that are comparable to those opportunities which municipalities typically provide to their residents.
