Summary:
This additional grant funding allows PIE to improve the existing grass lot used for remote overflow parking, adjacent to the remote parking lot that was recently expanded in size. The existing remote overflow parking is a grass lot, not adequate for sustained public use, due to the fact that rainy weather creates less than desirable parking conditions. The improvements consist of constructing a storm water retention pond and using existing pavement millings from another construction project, which is a sustainable material for resurfacing the remote overflow parking lot.
Background Information:
Supplemental JPA No. 2 adds $90,000 to the original JPA amount of $825,000 and Supplemental JPA No. 1 of $200,000, for a grand total of $1.115M.
The original JPA and Supplemental JPA No. 1 provided funding assistance for the construction of the Remote Parking Lot Expansion to 1,054 parking spaces. This newly expanded remote lot reached capacity during the 2015 Thanksgiving and Christmas holidays, requiring vehicles to park in a grass lot. Supplemental JPA No. 2 will allow the Airport to provide a hardened surface (asphalt millings) in the grass parking lot that will provide better customer service and accommodate up to an additional 495 vehicles.
PIE requires surface improvements to the Overflow Remote Lot to accommodate additional parking during peak holiday demands when we exceed capacity in the Remote Parking Lot.
PIE staff was able to obtain additional FDOT grant funding that went unspent by other airports that could not obligate the funding.
Resurfacing the Overflow Remote Parking Lot with asphalt millings and constructing a storm water retention pond will improve the lot until such time funding is available to pave the parking lot, which is anticipated in Fiscal Year 2019. The current contractor, David Nelson Construction, will perform the work. Construction Change Order No. 1 extends the construction agreement by 240 calendar days. This Supplemental JPA No. 2 expires June 30, 2018.
The Airport Engineer estimate for this phase of construction is $180,000. Since the Construction Change Order No. 1 was executed, PIE has moved forward with design.
Fiscal Impact:
The amended total project cost is $2.23M. The FDOT’s participating amount is $1.115M (50% of the estimated project cost). The County’s 50% matching funds will be provided by Airport Reserves.
