Approval of the ranking of firms and award of an agreement with the number one ranked firm, Michael Baker International, Inc. for professional engineering services related to the reconstruction and replacement of Runway 9-27 at the St. Pete-Clearwater International Airport.

 

                     The purpose of this contract is to provide professional engineering design services for the construction of the Cargo Apron Reconstruction and Replacement of Runway 9-27 with a taxiway project.

                     Award recommendation is to the top ranked firm, Michael Baker International, Inc. in the amount of 1,834,858.45 is in accordance with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055.

                     Four certified Small Business Enterprise (SBE) subconsultants are included in the award to Michael Baker International, Inc.: Blue Wing Environmental, LLC., Echo UES, Inc., Landis Evans + Partners, Inc., and MC Squared, Inc. for total SBE fees in the amount of $278,431.14, or approximately 16% commitment to the total award amount.

 

Contact No. 21-0546-NC (SS), in the amount of $1,834,858.45 from the notice to proceed date for a term of seven hundred fifty consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

This contract is for the requirements of professional engineering services for the reconstruction and replacement of Runway 9-27 at the St. Pete-Clearwater International Airport.

The final negotiated agreement includes the basic services fee of $1,674,858.45 with a not to exceed amount of $50,000 for optional services (subsurface utility engineering and quality assurance of as-built survey work if needed), and $110,000 for contingency services. Optional services are as authorized by the Airport Director.

Background Information:

A Request for Qualifications to comply with CCNA was released on May 19, 2021 with negotiations concluding November 9, 2021.

The contract includes fully burdened hourly rates which were negotiated after conclusion of the evaluation process. The rates include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Florida Statutes.

Sources of funding for this project are derived from: Passenger Facility Charges (PFC) - $1,197,915.63; Florida Department of Transportation (FDOT) SIS - $ 476,942.83; and Airport Revenue and Expenditure Fund - $160,000.
