Approval by the County Administrator of the Grant Award for the Aurora Project.

 

                     This new grant award will enable the Pinellas Adult Drug Court Program to implement the AURORA Project.

                     The goal of the Aurora Project is to address gaps in services for nonviolent offenders with histories of sexual abuse and/or who have been victims of human trafficking.

                     As a client-centered therapeutic program, it will serve 110 nonviolent offenders for treatment of substance use and trauma related issues.

                     In 2019, Drug Court treated 1,155 participants with 466 new admissions throughout the year.

                     The grant award is in the amount of $495,955.00 over three (3) years.

                     An in-kind and cash match of $165,800.68 is to be provided by the Sixth Judicial Circuit and Center for Rational Living.

Summary:

The Grant provides funding for contractual services to implement the AURORA Project, which expands and enhances the capacity of the Sixth Judicial Circuit's Adult Drug Court program. This expansion will enable the Sixth Judicial Circuit, in partnership with its treatment provider, CRL, address gaps in services for nonviolent offenders with histories of sexual abuse and/or who have been victims of human trafficking.

The Sixth Judicial Circuit’s Adult Drug Court of Pinellas County Court anticipates serving 110 offenders under the grant. 

 

Background/Explanation:

Established in 2001, the Sixth Judicial Circuit’s Adult Drug Court of Pinellas County assists nonviolent offenders achieve successful rehabilitation from the use of drugs and/or alcohol. By improving services provided to the target population, the Sixth Judicial Circuit will continue to build on reducing crime and substance abuse among high-risk/high-need, nonviolent offenders who are diagnosed with substance abuse disorders.

For Fiscal Year 2019, Drug Court treated approximately 1,155 participants with 466 new admissions during the year. In 2019 Drug Court graduated 290 (58.59 percent of all exits) and graduates spent an average of 564 days enrolled in Drug Court.

 

Fiscal Impact:

Funding in an amount of $495,955 is provided over three (3) years by the Fiscal Year 2020 U.S. Department of Justice Adult Drug Court Discretionary Grant Program. A total in-kind and cash match of $165,800.68 will be provided by the Sixth Judicial Circuit and the Center for Rational Living. The $164,020.00 project budget for Year-1 revenue and expense is not included in the FY21 Adopted Budget. The Human Services Department may request a budget amendment.
