Approval of the award of the bid to Hubbard Construction Company for Fiscal Year (FY) 2027 Pavement Preservation - Package 3.
• The proposed FY27 Pavement Preservation Package 3 contract consists of milling and resurfacing, pavement marking, detector loops, and traffic control required to complete the following four projects:
o Project A-PID 006824A- Anclote Boulevard - Seminole Street to ALT 19 Resurfacing (Tarpon Springs)
o Project B-PID 006306A - Local group 118 - Resurfacing (Palm Harbor)
o Project C-PID 006766A - Local Group 141 Resurfacing (Seminole)
o Project D-PID 006774A- Local Group 217 Resurfacing (Palm Harbor)
• Five bids were received, with award recommendation to Hubbard Construction Company as the lowest responsive responsible bidder in the amount of $4,830,648.31, which was 22.33% under the engineer’s estimate.
• The Small Business Enterprise commitment is 7% for this contract.
• All work will be completed within 210 consecutive calendar days from issuance of notice to proceed.
• Funding for this agreement is included in the Capital Improvement Plan, budgeted under the Road Resurfacing & Rehabilitation PIV Project 004192A funded by the Penny for Pinellas and the Transportation Millage Capital Resurfacing Program Project 005700A funded by the Transportation Millage.
Contract No. 26-0363-ITB-C, in the total not to exceed amount of $4,830,648.31 for a duration of 210 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:
On July 10, 2026, the Purchasing Division, on behalf of the Public Works Department, advertised an invitation to bid. Five (5) bids were received on August 11, 2026, with an award recommendation to Hubbard Construction Company for $4,830,648.31 as the lowest responsive and responsible bidder. Recommendation to award to Hubbard was received from Public Works on August 26, 2026.
As part of our Annual Pavement Preservation Program, multi-year work order contracts have regularly been used to complete large amount of milling and resurfacing projects required to ensure an acceptable level of service for the residents of Pinellas County. However, this contract is a design-bid-build contract for specific projects with a much shorter duration to help ensure the four included projects are completed in a timely fashion as part of the FY 2027 paving program. These projects were identified primarily by their low Pavement Condition Index (PCI) numbers which is the metric used to determine the annual pavement preservation program. Successful completion of these projects will help increase the average countywide PCI number and improve pavement quality within these communities.
Fiscal Impact:
Funding for this agreement, is included in the Capital Improvement Plan, budgeted under the Road Resurfacing & Rehabilitation PIV Project 004192A funded by the Penny for Pinellas and the Transportation Millage Capital Resurfacing Program Project 005700A funded by the Transportation Millage.
In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
