Approval of the Interlocal Agreement (agreement) with the City of Pinellas Park (City) for the sale and purchase of wholesale potable water for a ten-year term effective upon execution.
• Pinellas County and the City have contracted for the sale and purchase of potable water to serve customers in the City’s water service area for more than 25 years.
• The County and the City desire to renew the expired agreement to provide wholesale water service to the City with terms and conditions reflecting current demand and rate conditions.
• The County will supply up to 5,250,000 gallons per day for purchase, based on the previous yearly average of water consumption reported by the City.
• Anticipated revenue for Fiscal Year 2024 is $7,721,180.00 based on historic City demands and the County’s current approved wholesale rates. All County expenses are covered by these revenues.
• The City executed the agreement on March 14, 2024.
• This agreement is included in the Fiscal Year 2024 Adopted Budget.
Agreement term will be effective from the date of execution by both parties for a period of 10 years; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary
This Agreement is for regular wholesale water purchases from the County by the City. It allows for up to five million two-hundred and fifty thousand (5,250,000) gallons per day purchase, based on the previous yearly average of water consumption reported by the City. The previous agreement expired on March 1, 2008. The term of the Agreement is for a period of ten (10) years from the date of execution by both parties. Exhibit A of the Agreement details the City’s service boundary.

The County and the City have historically contracted for the sale and purchase of potable water at the County’s prevailing wholesale potable water rate to serve the customers in the City’s water service area.
Fiscal Impact:
Anticipated revenue for Fiscal Year (FY) 2024 - $7,721,180.00 based on historic City demands and the County’s approved FY 2024 wholesale rates. Funds are deposited into the Utilities Water Enterprise Fund.
This is sufficiently budgeted for in the FY24 Adopted Budget.
