Approval of the funding agreement between Pinellas County and the City of Tarpon Springs toward the construction of a new fire station.
• The City has presented to the County a need for a new fire station to replace the existing Fire Station 70, which is past its serviceable and safe useful life.
• The County has Fire District funds, which are being made available to provide funding assistance for the construction of the new fire station to be located at 1201 Gulf Road, Tarpon Springs, Florida 34689, Pinellas County Parcel ID No. 14-27-15-89226-000-0175.
• The County shall provide up to $640,257.78 (County Funds) in Fiscal Year (FY) 2026-2027 to pay for the Project in accordance with this Agreement. County Funds may be used by City for the following to include, but not limited to, land acquisition, engineering, site preparation, design, construction, and associated costs directly related to the Project.
• The term of this Agreement shall commence on date approved and signed by the County and shall end on September 30, 2027.
• Funding for this agreement is included in the FY27 Proposed Operating Budget of the Tarpon Springs Fire Protection District which is supported by the millage rate levied on the district property owners. Funding is dependent on approval of the FY27 Operating Budget. No funds shall be paid prior to the start of FY27.
Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Background Information:
The City provides fire and emergency medical services (“EMS”) under contract with the County for the City’s area of unincorporated Pinellas County.
The City has presented to the County a need for a new fire station to replace the existing Fire Station 70 which is past its serviceable and safe useful life.
The City shall be responsible for all aspects of land acquisition, design, construction, operation and future maintenance of its Fire Station facility. The County is solely providing funding support for the project. The new fire station will replace the existing facility at Pinellas County Parcel ID No. 14-27-15-89226-000-0175 with an address of 1201 Gulf Road, Tarpon Springs, FL 34689.
Fiscal Impact:
The County shall provide up to $640,257.78 (“County Funds”) to pay for the Project in accordance with this Agreement. County Funds may be used by City for the following to include, but not limited to, land acquisition, engineering, site preparation, design, construction, and associated costs directly related to the Project.
The actual cost to the County shall not exceed the proportionate share of the Project cap of $640,257.78 (in FY 2026-27) without an amendment to this Agreement subject to the approval of the Board of County Commissioners.
City shall provide documentation to include purchase orders, invoices, and proof of payment for reimbursement of actual expenses incurred during the land acquisition, design and construction of the Project. Such request for reimbursement shall include a cover letter/invoice from the City recapping the expenses. City shall remit documented expenses to the County periodically during each fiscal year up to the cap for each fiscal year and subject to the Project cap.
Funding is derived from the millage rate levied on the City of Tarpon Springs fire district property owners. County funds are budgeted to the following cap each Fiscal Year for disbursement as follows:
FY 2026-27 Up to $640,257.78.
The County agrees to fund its proportionate share of 9.34% in FY 2026-27.
No funds shall be paid prior to the start of FY 2027.
