Approval and execution by the County Administrator of the Second Amendment to the Agreement with the Gordian Group for Job Order Contracting (JOC) consultant services.
• This contract provides the software and price catalog to manage the County JOC program. In addition, the Gordian Group assists with competitive solicitations and contractor performance oversight.
• The Second Amendment provides a sixty-month extension to the contract at the same pricing, terms and conditions.
• Average estimated annual expenditure with the Gordian Group will be $165,000.00 for a 60-month total of $825,000.00
• The Building and Design Division of Administrative Services is responsible for managing this contract.

Summary:
Approval of the Second Amendment will provide a sixty (60) month extension to the contract through July 25, 2025 at the same prices, terms and conditions and allocate funds to the contract through the contract term date of July 25, 2025. JOC provides services under two (2) contracts: one for Facilities maintenance, repair and minor construction and the second for Utilities wastewater treatment plants and water plant maintenance, repair, minor construction and underground utilities.
Background/Explanation:
This contract offers a turnkey solution for common construction projects. The Gordian Group maintains the software and administration between JOC vendors which enables the County to expediently complete common construction projects. This contract is the catalyst for all JOC projects. The contract for JOC consultant services with the Gordian Group was originally awarded by the Board of County Commissioners on April 4, 2006 through a competitive request for proposal process.
The Gordian Group is also working with the Public Works Department, through the Purchasing Division, to develop a JOC Contract for horizontal construction services.
Prior contracts with the Gordian Group have been in place since April 4, 2006. On July 1, 2015, the County Administrator awarded the contract to the Gordian Group in the amount of $600,000.00 for five years after the Purchasing Department issued an intent to sole source and received zero responses. The First Amendment was approved by the County Administrator on January 9, 2020, increasing the contract by $225,000.00 due to heavier than anticipated usage of JOC services.
