Recommended Action:
Approval and execution by the County Administrator of the Specific Performance Agreement (Agreement) with High Point Neighborhood Family Center for facility improvements.

• Agreement awards up to $21,200 in CDBG funds for the improvements, which will be completed by September 30, 2019.

Summary:
An alternate project approved in the County’s Annual Action Plan for Fiscal Year 2019 (FY18/19) is the funding of activities which address community improvements, neighborhood deficiencies and neighborhood health and safety in designated target areas. To address identified safety issues, this Agreement will provide funding for the construction of an ADA bathroom and installation of fencing around the perimeter of the play area at the High Point Neighborhood Family Center located at 5812 - 150th Avenue North, Clearwater, FL, benefitting approximately 7,000 individuals within the Greater High Point area.
The Agreement is effective for eight (8) months, from February 1, 2019 to September 30, 2019.
Background/Explanation
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into a Specific Performance and Land Use Restriction Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.
Fiscal Impact:
The total amount of funding for this agreement is not to exceed $21,200.00 during the term of the Agreement. Funding for this Agreement is included in the County’s FY19 Adopted Budget for Community Development Block Grant (CDBG) funds.
Delegated Authority:
Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1).
