Approval of Change Order No. 1 to the contract with TLC Diversified, Inc. for the Pump Station 018 replacement project.

 

                     This project provides for the replacement of Pump Station 018, a duplex sanitary sewer pump station. 

                     Change Order No. 1 requests an increase of $151,249.00 for installation of a replacement gravity line and force main segment based on changing site conditions revealed during project construction activities.

                     Project duration is extended by 91 consecutive calendar days.

 

Contract No. 178-0478-CP(RO); PID No. 003206A; increase in the amount of $151,249.00 for a revised contract total of $728,649.00, and extension of 91 calendar days.  Authorize the Chairman to sign and the Clerk of the Court to Attest.

Summary:

Change Order No. 1 provides for the installation of a replacement gravity line and force main segment based on changing site conditions revealed during project construction activities.  Another component of this change order would allow for the installation of a new segment of the force main within the existing County easement, which would connect to the existing portion that resides within the easement boundary to the west.  The installation of the new force main segment will be conducted in tandem with the replacement gravity line - both must be installed within the same easement corridor.  The outcome will result in all pump station and sanitary sewer piping located within existing County easements.

While this unexpected additional work was not specifically budgeted, funds are available in the Sewer Enterprise Fund. Utilities Engineering and Public Works Construction have reviewed the submittal and pre-approved the amount.

TLC has provided the County with a price proposal for the additional work for unbudgeted $151,249.
Current funds are available within the contract to proceed with and bill for the change order tasks while the change order is processed for approval.

The original contract term is extended by ninety-one (91) consecutive calendar days from January 11, 2020 to April 11, 2020.

 

Background Information:

This contract was awarded by the Board of County Commissioners on October 23, 2018 for the replacement of Pump Station 018, a duplex sanitary sewer pump station located at the Lakeview Mobile Home and Recreational Vehicle Park which exceeded its useful service life.

 

Fiscal Impact:

Original expenditure not to exceed:                             $577,400.00

Increase due to Change Order No. 1                     $151,249.00

 

Revised expenditure not to exceed:                                      $728,649.00
