Summary:

This Renewal with Operation PAR supports personnel and operational costs for inpatient detoxification services for individuals dependent on drugs and/or alcohol.

 

Background/Explanation:

Operation PAR is a comprehensive substance abuse service provider within Pinellas County.  This agreement renewal supports capacity at Operation PAR’s Adult Detoxification Program which plays a significant role as the first step toward recovery for Pinellas County adults and families struggling with addiction.  County funding for personnel and operating costs helps to maintain the equivalent of roughly 2 detox beds annually.  

Operation PAR utilizes evidence-based best practices to provide integrated substance abuse and mental health services to its clients. Programs and services include: physical health screenings, psychosocial assessments, and 24-hour medically-monitored detoxification and stabilization services for drug and alcohol users. Operation PAR also offers counseling sessions for individuals and families, case management and educational groups. In fiscal year 2017 (FY17), Operation PAR provided mental health and substance abuse treatment services to 1128 duplicated clients.  In the first three quarters of FY18, they served 776 duplicated clients. 

Operation PAR continues to coordinate closely with the Department of Health to identify, notify and reconnect Pinellas County Health Program (PCHP) clients to primary care following Adult Inpatient Detoxification Services.  Additionally, Operation PAR is a Human Services partner in the Cooperative Agreement to Benefit Homeless Individuals (CABHI) grant, and provides substance use counseling and medication assisted treatment to the Healthcare for the Homeless Program.

 

Fiscal Impact:

Continuation funding in an amount not to exceed $204,750.00 has been included in the Human Services’ General Fund appropriation in the FY19 Budget.

Authority for the County Administrator to sign these Amendments is granted under Code Section 2-62 (a)(1).
