Approval of the agreement for the re-use of existing plans with AECOM Technical Services, Inc. (AECOM) for previously advertised professional engineering final design services for the Starkey Road Improvements project, from Flame Vine Avenue to north of 109th Avenue.

 

                     This contract is for professional engineering services consisting of continued engineering, design development, and construction administration services for the Starkey Road Improvements project.

                     The final plans for Starkey Road from Flamevine Avenue to north of 109th Avenue roadway reconstruction were completed by AECOM in 2008, but the project was not constructed due to lack of funding. During the Fiscal Year (FY) 2020 CIP budgeting cycle, the project was re-prioritized and programmed for construction in FY22.

                     As a legacy project, the most feasible and timely option to accomplish the design and plans update is to rehire AECOM to do the work since they have familiarity with project history, robust knowledge of the project, and intimate familiarity of the design and files to continue the task.

                     The provision under the Consultant’s Competitive Negotiation Act, 287.055 (10) allows for re-use of existing plans with no public notice requirement or utilization of the selection process.

 

Contract No. 190-0688-NC (SS); in the amount of $811,750.00. The design process is expected to be completed within 271 consecutive calendar days. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

This contract is for professional engineering services consisting of continued engineering, design development, and construction administration services.  The reconstruction project on Starkey Road consists of converting the roadway from a divided suburban 4-lane roadway to an urban six-lane facility. Sidewalks and bike lanes will be provided on both sides of the street. The proposed roadway, sidewalk, bike lanes and upgrades will increase the traffic capacity and provide increased multimodal safety to motorists, pedestrians, and bicyclists.

Background Information:

In 2014, the Pinellas County Public Works Transportation Division completed a Final Capacity Assessment Report for this Starkey Road corridor from Tyrone Boulevard (US 19A) to East Bay Drive (SR 686) and identified the roadway traffic capacity and multimodal transportation need. As part of the report, a matrix identifying the Starkey Road corridor segments with improvement needs and prioritization was developed ranking this segment (3) of the Starkey Road corridor highest in need of improvements.

Per Florida Statute 287.055, if an agency is re-using existing plans, no public notice or selection process is required.

 

Fiscal Impact:

Part 1 - Roadway Design

Basic Services not-to-exceed:                      $411,750.00

Total expenditure not-to-exceed:                      $436,750.00

 

Part 2 - Utility Design

Basic Services not-to-exceed:                      $350,000.00

Contingency:                      $  25,000.00

Total expenditure not-to-exceed:                      $375,000.00

 

Total combined expenditure not to exceed:  $811,750.00

 

This project is budgeted for design in the Capital Improvement Program, Arterial Roads Project:

                     Part 1 - Starkey Road Reconstruction and Widening from Flamevine Avenue to Bryan Dairy Road funded by the Infrastructures Sales Surtax (Penny for Pinellas).

                     Part 2 - The replacement and relocation of potable water transmission and distribution mains budgeted in the Water Renewal and Replacement Program.  The replacement and relocation of sewer and reclaimed water transmission and distribution mains is budgeted in the Sewer Renewal and Replacement Program.
