Approval of the award of bid to Cathcart Construction Company - Florida, LLC, for Philippe Park Wastewater Collection System improvements (PID 000341G).

 

                     This contract will provide for installation of a new wastewater collection system consisting of approximately 2,800 linear feet of force main and four wastewater pumping stations in Philippe Park that will replace four onsite septic collection systems. The new system will connect to the City of Safety Harbor's wastewater collection system through the existing Lift Station No. 614.

                     Two bids were received with an award recommendation to Cathcart Construction Company - Florida, LLC in the amount of $3,795,860.00 as the lowest responsive, responsible bidder, with all work to be completed within 365 consecutive calendar days from issuance of notice to proceed.

                     The Small Business Enterprise commitment for this project is 10%.

                     Funding for this project is available under Philippe Park Wastewater Collection System Improvements project (000341G) and CW Park Utility Infrastructure project (000341A), included in the Fiscal Year 2026 Capital Improvement Plan, funded by the Capital Projects Fund, in the amount of $3,795,860.00. Funding sources include Local Infrastructure Sales Surtax (Penny for Pinellas) and State grant with Florida Department of Environmental Protection.

Summary:Summary

Work in this project includes the installation of a new wastewater collection system consisting of approximately 2,800 linear feet of force main and four wastewater pumping stations in Philippe Park that will replace four onsite septic collection systems. The new system will connect to the City of Safety Harbor's wastewater collection system through the existing Lift Station No. 614. In addition, approximately 50 linear feet of the Lift Station No. 614 force main will be replaced at both the Lift Station and the discharge manhole.

Background Information:

The Purchasing Division, on behalf of the Public Works and Parks Departments, advertised an Invitation to Bid on April 20, 2026, with bid opening on June 16, 2026, with the recommendation for award received from the requesting department on July 31, 2026. Two bids were received, with award recommendation to Cathcart Construction Company - Florida, LLC - as the lowest responsive and responsible bid.

The project is to replace the existing aging sanitary sewer infrastructure within Philippe Park. The current septic system is at risk of failure, requiring significant additional regular maintenance. As stewards of public resources, the rehabilitation and transformation of the existing sanitary system aim to eliminate the ongoing risk of wastewater contamination into the groundwater system as well as the environmentally sensitive portion of upper Old Tampa Bay. Efforts undertaken in this project will align with the County’s desire to identify and address existing infrastructure as potential opportunities for environmental and fiscal stewardship by increasing infrastructure resiliency and protecting or improving environmentally sensitive areas.

The not to exceed contract amount is $3,795,860.00, with all work to be completed within 365 consecutive calendar days.
