Approval and execution by the County Administrator of the Agreement with Camelot Community Care, Inc. (Camelot) for specialized medical assessments conducted by the Child Protection Team (CPT).

 

                     This Agreement provides funding for the CPT Program to conduct medical assessments and exams for children ages birth through seventeen.

                     The Florida State Department of Health contract for CPT Program services transitioned from Suncoast Centers. Inc. (Suncoast) to Camelot on January 1, 2024. Suncoast has terminated its Agreement with the County as of December 31, 2023.

                     The County is mandated under Section 39.304(5), Florida Statutes, to bear the initial costs of the diagnostic medical assessment for an allegedly abused child that resides in the county.

                     Funding in an amount not to exceed $110,250.00 annually has been included in the Human Services’ Fiscal Year 2024 approved Budget within the General Fund.

Summary

This Agreement provides funding for the CPT to administer specialized medical assessments to children ages birth through seventeen (17) who have been reported to the Florida Abuse Hotline and whose situation is under investigation by the Pinellas County Sheriff’s Office Child Protection Division. As of July of 2023, this was transitioned from the Pinellas County Sheriff's Office to the Florida Department of Children and Families.  DOH transitioned the state contractor for CPT program services to Camelot starting January 1, 2024. Suncoast has terminated its Agreement with the County to provide these services and this new Agreement will be between the County and Camelot.

Background Information:

The CPT provides specialized medical assessments of children who are alleged to be victims of abuse or neglect, including medical examination and diagnostic assessments such as behavioral health evaluations and psychological/ neuropsychological evaluations when indicated. Section 39.304(5), Florida Statutes, mandates that the County in which the allegedly abused child resides shall bear the initial costs of the diagnostic medical assessment.

 

Fiscal Impact:

FY24 funding is an amount not to exceed $82,687.50 to align with a start date of January 1, 2024, which is consistent with the FY24 approved Human Services Budget.   Future contract years are anticipated to be funded in the amount not to exceed $110,250.00 per Fiscal Year.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1).
