Approval of Change Order No. 3 to the contract with Caladesi Construction Co., PCL Construction, Inc., and TLC Diversified, Inc. for the Job Order Contract (JOC) pertaining to waste water treatment plant and water plant repair, maintenance, minor construction and underground utilities.
• This contract provides, on an as needed basis, JOC services for the installation and repair of utility piping systems, including industrial mechanical construction and repair of water and wastewater treatment and pumping facilities under the purview of the Utilities Department.
• Change Order No. 3 is to increase the contract $1,000,000.00 for three of four original awarded vendors, for a total of $3,000,000.00.
• The increase is required to complete work orders through contract completion. and one of the original awarded contractors, WPC Industrial Contractors, LLC, is no longer utilized as they have proven to be non-responsive.
• The Board of County Commissioners awarded this contract on January 26, 2016.
Contract No. 156-0013-CP(PLU); increase in the amount of $3,000,000.00, for a revised total of $23,000,000.00; through March 2, 2021.

Summary
Original contract included four (4) contractors at $5,000,000.00 each for a total of $20,000,000.00. In the past four (4) years, Utilities has expended the entire contract amount on three (3) of the contractors: Caladesi, PCL and TLC. Utilities requested an additional $1,000,000.00 for each of the three (3) contractors. The additional requested amount is based on the history of expenditures with each contractor and should be sufficient to complete all future work orders through March 2021.
WPC Industrial was the fourth contractor awarded who has not proven to be responsive toCounty’s needs.
