Adopt a resolution approving the Community Development Block Grant - Disaster Recovery (CDBG-DR) Citizen Participation Plan (CPP).
• The CPP is a required plan developed by the County to access CDBG-DR grant funds.
• The CPP sets forth the policies and procedures for how citizens will be informed and engaged throughout the development of the CDBG-DR Action Plan and any substantial amendments.
• The CPP provides a streamlined process and ensures disaster recovery grants are awarded in a timely manner with respect to citizen participation requirements.
• The CPP was posted on the County’s disaster recovery website for a 15-day comment period.
• Approval of this plan, by itself, does not have a fiscal impact on Pinellas County. The CDBG-DR will have a total amount of $813,783,000.00 budgeted over multiple fiscal years.

The purpose of the CPP is to set forth the policies and procedures for citizen participation in the development of the CDBG-DR Action Plan and any substantial amendments.
Public notice of the availability for viewing of the draft CPP was published in the Tampa Bay Times on May 4, 2025, and posted on the County’s disaster recovery website. A 15-day comment period was held from May 4, 2025, to May 19, 2025. The draft CPP was posted on the County’s disaster recovery website for viewing and public comment.
The CCP will be submitted as part of the CDBG-DR Action Plan submission to HUD by the June 20, 2025, deadline.

Background Information:
HUD directly awarded the County $813,783,000.00 (Federal Register Notice 90 FR 4759) in CDBG-DR funds to support long-term recovery efforts following Hurricanes Idalia, Helene, and Milton.
The County has developed the CPP in compliance with Federal Register Notice 90 FR 1753 and as amended at FR-6489-N-01; Federal Register Notice 90 FR 4759; and 24 CFR 91.105. The CPP is intended to provide an effective means of involvement in all phases of the County’s CDBG-DR Action Plan process by an informed citizenry. The CPP is the policies and procedures for citizen participation for the CDBG-DR Action Plan process.
