Recommended Action:

Recommended Action

Approval of the License Agreement First Amendment with Unincorporated Seminole Sports Association (USSA) to enter, maintain, and operate multi-purpose recreational athletic fields on County owned properties.

 

                     All underlying provisions of the original license agreement remain in place.

                     The amendment clarifies day-to-day managerial and operational duties of USSA on county-owned licensed areas within the district.

                     The term of the license began on September 1, 2024, and will remain in effect until either party terminates.

                     The Licensed Areas are specified in Exhibit A.

                     There is no fiscal impact associated with this license agreement.

Background Information:

On December 12, 2023, Pinellas County Ordinance No. 23-33, County established the Unincorporated Seminole Sports District (“USSD”) Municipal Services Taxing Unit (“MSTU”) for recreation services and facilities within the Unincorporated Seminole Area. The County desires to maximize the utility and flexibility of the Licensed Areas for the benefit of the citizens of the Unincorporated Seminole Area. The County has prepared a master plan for County recreation fields within the District to maximize field availability and collaboration among the associations utilizing the existing facilities. The County and Licensee agree that Licensee will manage, facilitate, and oversee the USSD and administer recreational activities thereon.

 

Fiscal Impact:

N/A - There is no Fiscal Impact associated with this license. It is consistent with the FY27 Proposed Budget for the Seminole Sports District Fund.
