Approval and execution by the County Administrator of the Hazard Mitigation Grant Program application with the Florida Division of Emergency Management for the construction of the McKay Creek Operable Lake Controls and Supervisory Control and Data Acquisition (SCADA) Project.

 

                     Grant funding provided by the Presidential Disaster Declaration for Hurricane Ian (DR-4673) to be used for construction of a flood mitigation project to implement lake level controls and a SCADA system.

                     New flood gates will be installed at Taylor Lake and Walsingham Reservoir in the McKay Creek Watershed.

                     Requested grant funding for construction is $3,000,000.00 over Fiscal Years (FY) 2025-2027 toward the total estimated construction cost of $4,000,000.00.

                     Anticipated County match is $1,000,000.00 over FY2025 - FY2027.

                     004134A -McKay Creek Operable Lake Controls and SCADA is budgeted in the FY23-FY28 Capital Improvement Program Plan. It is funded by Local Infrastructure Sales Surtax (Penny for Pinellas) and a local grant with Southwest Florida Water Management District. The proposed construction budget is $4,400,000.00 funded by Penny for Pinellas which includes funding for the construction contract, construction inspection, and staff time.

                     Should the grant be awarded, reliance on the Penny for Pinellas would be reduced by $3,000,000.00 for this project.

                     The grant application portal is fully digital, with a submittal deadline of August 29, 2023.

Summary:

The Grant would provide construction funding assistance for the proposed flood mitigation project to implement lake level SCADA controls at two (2) locations, Taylor Lake and Walsingham Reservoir, which are part of the McKay Creek Watershed. The subject drainage improvement project will allow temporary draw down of both major waterbodies during select times of the rainy season and before a hurricane/major rainfall event. 

The lowered tail water condition and additional flood-storage volume in the lakes will significantly increase the available flood water storage and conveyance capacity, thus reducing flooding extents in the McKay Creek watershed.  According to a preliminary engineering study completed in March 2020, the project is projected to remove approximately 360 buildings from the 100-year 24-hour floodplain.

Total construction cost estimate is approximately $4,000,000.00.  The requested Grant Program funding is $3,000,000.00, with an anticipated County match of $1,000,000.00. The application submittal deadline is August 29, 2023.

 

Background/Explanation:

Pinellas County was allocated $6,300,000.00 in Hazard Mitigation Grant Program Funding from the Presidential Disaster Declaration for the Hurricane Ian (FEMA-4673-DR-FL). The grant process is directed through the County’s Local Mitigation Strategy (LMS) Committee. Projects are ranked and selected by LMS prior to beginning the Grant Application process. The cost-share fluctuates based on how the project is ranked by FDEM. Projects are anticipated to receive 75% federal funding and require a minimum 25% local (County) match.

 

Fiscal Impact:

Project 004134A for McKay Creek Operable Lake Controls and SCADA is budgeted in the FY 2023 - FY 2028 Capital Improvement Program (CIP) Plan. It is funded by Local Infrastructure Sales Surtax (Penny for Pinellas) and a local grant with SWFWMD.

 

The Proposed FY 2024 - FY 2029 CIP Plan contains a construction budget of $4,400,000.00, funded by Local Infrastructure Sales Surtax (Penny for Pinellas), which includes costs for a construction contract, construction inspection, and staff time. Requested Grant Program funding is $3,000,000.00, and a County match of $1,000,000.00. The Florida Division of Emergency Management (FDEM) grant will be programmed into the Budget at the time of award and would reduce the Penny for Pinellas funding by $3,000,000.00.
