Based upon the evidence and findings contained in the staff report and attachments, Case No. FLU-24-02 is recommended for approval.

 

An ordinance approving the application of Habitat for Humanity of Pinellas County, Inc. for a Future Land Use Map amendment from Commercial Neighborhood to Residential Low.

 

                     The applicant is seeking a Future Land Use Map amendment on a 0.26-acre site, and the proposed use is two single-family affordable housing units.

                     The subject property is within an established low-density residential area.

                     The Local Planning Agency recommended approval of the request (vote 5-0, with 1 board member recused). No one appeared in opposition, and no correspondence has been received.

                     The applicant is seeking a Zoning Atlas amendment under a separate case number, ZON-24-04.

Summary:

Summary

The amendment area consists of two (2) parcels and is approximately 0.26 acre, located at 1310 Gooden Crossing in unincorporated Largo. The property is vacant and previously contained a building used as a place of worship. The current owner wishes to develop the property with two (2) affordable housing single family residential homes, which requires a FLUM amendment from CN to a residential land use classification, in this case, RL.

The current FLUM designation, CN, does not allow for residential uses.  The applicant is proposing a FLUM amendment to RL, which allows up to 5.0 units per acre.

The current zoning designation, C-1, Neighborhood Commercial also does not allow for residential uses. The applicant is proposing a Zoning Atlas amendment (Case #ZON-24-04) to R-3, Single Family Residential. The proposed zoning amendment would allow for the development of a maximum of two (2) single-family residential homes, one (1) home on each parcel.

The subject property is within an area that is predominantly low-density single-family residential with the same or similar land use and zoning designations. Across Gooden Crossing and 13th Lane SW to the north and west, as well as to the south and east, contain single-family residential lots. The subject property is not within the Coastal Storm Area and has a low flood risk.

Staff is of the opinion that the proposed FLUM amendment to RL is appropriate for the subject property and is compatible with the surrounding development pattern. In general, the proposal is consistent with the Pinellas County Comprehensive Plan and is appropriate for this location.

Background Information:

The LPA unanimously recommended approval of the request during its September 11, 2024, public hearing (Vote 5-0, with one board member recused).

Surrounding property owners within 250 feet of the subject property were notified by mail. A sign advertising the public hearings was posted on the subject property.
