Approval and execution by the County Administrator of the Purchase Authorization with Evans Consoles to purchase eleven (11) Regional 9-1-1 Call-Taker Training Consoles.

 

                     This Agreement enhances the training environment for 9-1-1 telecommunications that mimics the live environment and increases the number of live consoles.

                     The Agreement will provide for the delivery and installation of a quantity of eleven (11) furniture consoles workstations for a total amount of $326,566.46, effective through delivery, installation, and acceptance by the County.

                     Pricing is per State of Florida Contract No. 56120000-19-ACS; terms and conditions are per County contract.

                     The County Administrator has authority under County Code, Section 2-185 to approve contract in any amount from State of Florida competitive bids or negotiated contracts.

                     The Department of Safety & Emergency Services, Regional 9-1-1 Division, is responsible for answering calls to 9-1-1 within Pinellas County. Regional 9-1-1 processes all calls for EMS, fire dispatch, and law-enforcement calls within the Pinellas County Sheriff’s Office jurisdiction. Regional 9-1-1 ensures proper transfer for law-enforcement related calls to other municipalities in the County and outside.

                     Funding for this Purchase Authorization is included in the FY23 Amended Budget as amended on August 15, 2023. This is now budgeted in the E911 Fund in the Safety and Emergency Services Department.

Summary:

This purchase provides for installation and maintenance of eleven (11) enhanced 9-1-1 systems including periphery needs such as console furniture workstations appropriate to the environment and needs of a 9-1-1 center in order to support seamless E911 throughout the State of Florida.   

 

Background/Explanation:

The Agreement will provide for the delivery and installation of a quantity of eleven (11) furniture consoles workstations for a total amount of $326,566.46, effective through delivery, installation, and acceptance by County.

Evans brand consoles were installed in the Regional 9-1-1 Center, located at the Public Safety Complex, which went live July 2014. Additional consoles have been purchased since, where almost seventy (70) consoles are in operation today. These consoles are used by multiple agencies: Pinellas County Regional 9-1-1 for call taking and EMS and fire dispatch, Pinellas County Sunstar Dispatch for EMS ambulance dispatch, and Pinellas County Sheriff’s Office for multiple law-enforcement agency dispatch.
