Approval by the County Administrator of Modification No. 3 with the United States Environmental Protection Agency (USEPA) for Fine Particulate Matter Ambient Air Monitoring Network Support.
• Modification No. 3 provides for an increase in the amount of $94,579.00 USEPA grant funds for project period April 1, 2025, to March 31, 2027.
• USEPA will reimburse County 100% of project costs. No County match is required.
• Funding supports on-going collection of data for ambient air concentrations of fine particulate matter and compliance with National Ambient Air Quality Standards.
• Signature is not required on Agreement.
• Funding for this grant is included in the Fiscal Year 2026 (FY26) budget for Public Works within the General Fund. Funding for future years is dependent on approval in the annual County Operating Budget.

Summary:
Modification No. 3 is to continue funding an existing County program to protect air quality with additional funding in the amount of $94,579.00. Total Project Period Budget is $189,158.00. USEPA grant funds for project period April 1, 2025, to March 31, 2027.
The primary objective of this project is to collect quality assured data on ambient air concentrations of fine particulate matter as well as chemical composition and precursors, in accordance with USEPA requirements and standards.
Background/Explanation:
This grant program has been ongoing since 1998. The County’s air program is recognized by the USEPA and the State of Florida Department of Environmental Protection as an approved local air pollution control program eligible to receive federal grant funding. The County has the authority, through prior agreements, to protect air quality through the implementation of federal and state air pollution rules and regulations.
Fiscal Impact:
Modification No. 3 provides additional funding in the amount of $94,579.00 for the project period April 1, 2025, through March 31, 2027. Total Project Period Budget is $189,158.00. The grant provides 100% reimbursement of eligible costs. No County match is required.
Funding for this grant is included in the FY26 budget for Public Works within the General Fund. Funding for future years is dependent on approval in the annual County Operating Budget.
