Approval and execution by the County Administrator of Change Order No. 1 with Kamminga & Roodvoets, Inc. for 22nd Avenue South (51st Street South - 34th Street South) roadway improvements project.

 

                     To meet ARPA requirements, this change order increases the Agreement by $61,564.80 for a revised total contract not to exceed of $7,534,852.10 to incorporate Davis-Bacon requirements. This increase satisfies the requirement of the Davis-Bacon Act that the contractor, Kamminga & Roodvoets, pay all covered workers the mandated minimum wage as set out by the Secretary of Labor. The Treasury changed the ruling after this contract was awarded which post award, now requires the application of Davis-Bacon.

                     This agreement was approved by the Board of County Commissioners on August 15, 2023.

                     There is an associated Joint Project Agreement (JPA) with this project with the City of St. Petersburg. The City of St. Petersburg agrees to pay an amount of $1,656,165.00 towards utility work for this project.

                     Funding is budgeted under 22nd Ave S - 51st St S to 34th St S Roadway Improvement (Project 000087A), included in the Capital Improvement Plan, funded by the Local Option Sales Surtax (commonly referred to as the Penny for Pinellas) ($65,000.00), Multi-Modal Impact Fees ($688,000.00), and the American Rescue Plan Act (ARPA) ($6,289,000.00) in a total amount of $7,042,000.00.

 

Contract No. 23-0326-ITB-C; increase in the amount of $61,564.80 for a revised total not to exceed of $7,534,852.10.

Summary:

The purpose of Change Order No. 1 is to update Appendix 4 with grant requirements language and increase the Agreement by $61,564.80 for revised total not to exceed amount of $7,534,852.10.  The Treasury changed the ruling after this contract was awarded which post award, now requires the application of Davis-Bacon.

 

Background/Explanation:

Improvements to 22nd Avenue South have been planned for several years and several studies have been performed to examine the proper improvements needed within a limited amount of right of way. The final preliminary engineering report completed in September 2020 recommended the improvements proposed in this project and improvements to the signalized intersections. Improvements to the signalized intersections are planned as a second phase project which will begin design in FY24.
