Recommended Action:
Approval and execution by the County Administrator of the First Amendment to the Specific Performance Agreement (SPA) with the Tarpon Springs Housing Authority (TSHA) to amend the project description and to extend the Agreement term.

Summary:
The First Amendment to SPA CD16TSHA is to update the scope to allow TSHA time to obtain the necessary engineering and architectural plans required for project completion. The need for engineering and architectural plans was not identified in the original scope. Additionally, the original SPA requires that performance under the Agreement is completed by December 31, 2017. Due to project delays, TSHA is unable to complete the project on or before the expiration date and has requested additional time for project completion. It is necessary to amend Agreement CD16TSHA to update the project description and extend the term of the Agreement.
Execution of the First Amendment to the SPA by the County Administrator will update the project scope as well as extend the Agreement term to September 30, 2018, allowing TSHA to complete the Cops ‘n Kids Facility Rehabilitation project.
Background/Explanation
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into SPA with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.
Fiscal Impact:
There is no change in the amount of funding to TSHA, and this Agreement is budgeted from Fiscal Year (FY) 16/17 Community Development Block Grant funds that were carried forward to the FY 2018 Adopted Budget.
Delegated Authority:
Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1).
