Sitting as the Countywide Planning Authority, adopt an ordinance approving Case No. CW 24-16, a proposal by the City of Largo to amend the Countywide Plan Map from Office and Retail and Services to Retail and Services, regarding 1.46 acres more or less, located at 3950 East Bay Drive.

 

                     The site currently has split future land use designations: Office for the northern portion and Retail and Services for the southern portion. The proposed amendment aims to unify the entire parcel under the Retail and Services designation.

                     The Retail and Services category is intended for areas that support a mix of businesses to meet community shopping and personal service needs, provide employment opportunities, and may include residential uses. The existing use of the property is retail, currently occupied by a Verizon cellular phone store, which reflects the southern portion's Retail and Services designation.

                     The site’s proximity to South Belcher Road, classified as a Scenic Noncommercial Corridor, necessitates an update to the Scenic Noncommercial Corridor subclassification. The proposed amendment will change this subclassification from Residential to Mixed Use to align with the new land use designation. This change will resolve inconsistencies between the City of Largo's Future Land Use Map and the Countywide Plan Map, enhance the site’s integration into the surrounding commercial landscape, and support cohesive development in the area.

                     Forward Pinellas and the Planners Advisory Committee each unanimously recommended approval of the proposal.

Forward Pinellas, in its role as the Pinellas Planning Council, voted 10-0 to recommend approval of the proposal.  The Planners Advisory Committee recommended approval of this case by a vote of 15-0.
