Approval by the County Administrator of Change Order No. 1 to the contract with Waste Management, Inc. of Florida D/B/A WM of Pinellas (WM of Pinellas) for recycling collection and processing services.

Contract No. 156-0091-B(LN) in the awarded amount of $1,074,350 through June 20, 2021.  This change order has no impact to the value of the contract.

Summary:

The purpose of this change order is to amend the monthly market value (MMV) calculation index description used in determining the collection center revenue share from recyclable materials.  The materials for mixed paper index titled PS 1 baled, and newspaper index PS 8 baled have been discontinued and have been replaced by PS 54 and PS 56. These paper grade changes were due to a global index wide change in classifications and definitions.

 

Background/Explanation:

The purpose of this contract is to provide countywide recycling services which include collection, processing, and marketing of recyclable materials, and maintenance of collection containers.  This contract was awarded by the Board of County Commissioners on June 21, 2016. 

The contract stipulated that should market indexes change the County and contractor shall execute an appropriate “amendment” to the contract specifying the replacement index.  This change order will serve as the “amendment”. 

 

Fiscal Impact:

This change order has no monetary impact to the contract.

 

Current approved sixty (60) month expenditure:  $1,383,786.55

 

Funding is derived from the operating budget of the Solid Waste Department.

 

Delegated Authority:

Authority for the County Administrator to approve this change order is granted under Code Section 2-62 (a)(2).
