Summary:

The Palm Harbor Community Services Agency (PHCSA) Board has requested revisions to the current PHCSA ordinance, by motion at the PHCSA Board’s June 21, 2017 meeting, following several months of discussion.  The Board of County Commissioners, as the governing body of the Palm Harbor Community Services District, Pinellas County Code Section 114-213, is requested to consider revisions that will increase the current term limits from two to four two-year terms, stagger the terms, and provide for additional clerical changes.  To accomplish the proposed staggered terms, the Advisory Group appointees (Palm Harbor Library, East Lake Library, Palm Harbor Recreation, and East Lake Recreation) will initially be given one-year terms, followed by two-year terms thereafter.  These proposed changes will allow each seat to continue to be subject to a reappointment or change by the Advisory Group or by the Single District or At-Large County Commissioner at the end of each two-year term and will allow for more continuity should the Appointing Advisory Group or Commissioner agree with the appointment. 

The following incumbents will be impacted by the appointment to a single one-year term for purposes of staggering appointments, as follows:
                     Rex Haslam, appointed by the Palm Harbor Recreation League.  Mr. Haslam is completing his third term of service; therefore, if he is re-appointed, the one-year term will be his final term in office.  Mr. Haslam will be eligible for re-appointment after a two-year separation of service.
                     Barbara Cole, appointed by the East Lake Community Library Advisory Board.  Ms. Cole is completing her first term of service; therefore, if she is re-appointed, the one-year term will constitute her second term in office, and she will be eligible for reappointment to two subsequent two-year terms.
                     Evelyn Slama, appointed by the Palm Harbor Friends of the Library, has indicated that she will not be seeking reappointment.  Therefore, a new director will be appointed to the initial one-year term, subject to subsequent two-year term renewals.
