Approval of the petition to vacate the rights of way known as Monroe Court, Washington Drive, Lincoln Place, and Jefferson Circle (12375 Jefferson Circle).
• Request is for the vacation of three rights of way that run internal to the petitioner’s property.
• This is in support of the development of Heritage Oaks, phase I of an Affordable Housing project.
• A new road network is proposed as part of the redevelopment.
• Staff recommends approval.
• If petition is granted, Board of County Commissioners is asked to adopt the attached Resolution pursuant to Florida State Statue 336.09.
Authorize the Clerk of the Circuit Court to record the resolution in the public records of Pinellas County.

Summary:
The purpose of the request is to vacate three roadways know as Monroe Court, Washington Drive, Lincoln Place, and Jefferson Circle. The roads are located internal of the petitioner’s property. The request is in support of the Phase I redevelopment of Rainbow Village to the proposed Heritage Oaks, an affordable housing project. A new road network is proposed as part of the redevelopment. The request includes maintenance and phasing plan to ensure current residents have access to their homes during construction.
Background Information:
County staff reviewed the request pursuant to Pinellas County Land Development Code Section 154-272, Criteria for Consideration, and have no objections to the vacation request. County staff reviewed the proposed maintenance and phasing for the redevelopment project. The petition was properly advertised in accordance with Florida State Statute 336.10. Notices were mailed by the Clerk of the Court to property owners within 250 feet of the subject property and two signs were posted on the property. The Deputy Clerk will report to the Board any citizen support or opposition.
Letters of no objection were received from Spectrum, Pinellas County Utilities, Frontier, TECO Gas, Teco Electric, Duke and WOW!.
Fiscal Impact:
$750.00 has been received as a Petition Fee from the Petitioners for this request.
