Approval of the grant agreement with the Florida Department of Environmental Protection (FDEP) for north County stormwater improvements.
• FDEP will fund up to $9,500,000.00 for design and construction activities. No match required from the County.
• Projects are intended to improve both stormwater treatment and system capacity for project drainage basin areas before final discharges to St. Joseph Sound. Capacity improvements will protect and mitigate impacts to both public and private infrastructure investments from flooding damage.
• The $9,500,000.00 grant provides for $2,374,000.00 for preconstruction activities and $7,126,000.00 for construction activities for:
o Crystal Beach Drainage Improvements, PID 003896A
o Palm Harbor Regional Stormwater Facility Improvements. PID 004243A
o Bee Branch Erosion Control, Omaha to Outfall, PID 005587A
o Sutherland Area Drainage Improvements, PID 005585A
o Pinellas Trail Green Infrastructure, PID 005586A
• These projects are budgeted in the Fiscal Year (FY) 2024-FY29 Capital Improvement Plan and are funded by this State grant and the Local Infrastructure Sales Surtax (Penny for Pinellas). Because the State appropriation is budgeted in the FY24-FY29 Capital Improvement Program plan, no budget adjustment is necessary.

The grant funding agreement provides partial design and construction funding for five (5) North County Stormwater Improvement Projects, to improve water quality and to improve stormwater system capacity for conveyance, flood reduction benefits and good water quality and healthy ecosystem.

Background Information:
The five (5) stormwater improvements projects include water quality treatment and conveyance capacity and stability improvement design elements, to improve project watersheds’ overall water quality before final discharge, and to provide flood reduction for the contributing drainage areas. The design approach also incorporates considerations for resiliency and sustainability. The projects are at different stages of design phase.
Fiscal Impact:
This FDEP grant agreement will provide $9,500,000.00 in funding for the Capital Improvement Program projects listed below. These projects are budgeted in the FY24-FY29 CIP plan and are funded by Local Infrastructure Sales Surtax (Penny for Pinellas) and this State grant. The State grant through FDEP for $9,500,000.00 is reflected in the CIP plan, therefore no budget adjustment is required.

• 005587A Bee Branch Erosion Control, Omaha to Outfall. Total project estimate$4,654,000.00.

• 005585A Sutherland Area Drainage Improvements. Total project estimate $4,063,000.00.

• 005586A Pinellas Trail Green Infrastructure. Total project estimate $768,000.00.

Funding for this grant will be provided on a cost reimbursement basis. Eligible expenditures that occurred in a previous fiscal year may be included in reimbursement requests. The reimbursement period begins July 1st, 2022.
There is no match requirement.
