Approval of the award of bid to SecurTec of Florida, LLC d/b/a SecurTec (SecurTec) for Security Guard services at various County locations as needed or required.

 

                     This contract provides for annual requirements of security guard services at various County locations as needed.

                     Twenty bid submittals were received with recommendation of award to SecurTec of Florida, LLC d/b/a SecurTec as the lowest responsive and responsible bid with a total not to exceed amount of $7,600,027.50 for a sixty-month term with no extensions.

                     This is a shared-use contract primarily utilized by Construction and Property Management and Utilities, with Construction and Property Management’s spend at approximately 75% and Utilities spend at 25%. Approval for the use of any other funds and whether budgetary conditions are met will need to be made on a department-by-department basis.

                     This contract is used on an as-needed basis with no obligation to spend the full amount of the contract or to spend in any given year. Funding for this authorization is included in the FY26 Budget in multiple Departments in multiple operating and capital funds. Funding for future years is dependent on approval in the annual County Operating Budget.

 

Bid No. 25-0530-ITB with a total not to exceed amount of $7,600,027.50 for a sixty-month term commencing March 1, 2026; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

This contract is for security guard services for various county locations and provides unarmed security guards for routine patrol, emergencies, or unforeseen events providing protection to County facilities, employees and the public from harm.

Locations and services are added/deleted as needed at any time for the duration of the contract.

Duration of the contract is sixty (60) months with unit prices held firm for the first thirty-six (36) months of the contract. The contract has provision for one (1) price adjustment for the remaining twenty-four (24) month term in an amount not to exceed the average of the Consumer Price Index (CPI) for all Urban Consumers or 5%, whichever is less.

Background Information:

On May 6, 2025, the Purchasing Division released an invitation to bid on behalf of Construction and Property Management and Utilities with the intent to establish a contract for security guard services. Twenty bids were received with SecurTec of Florida, LLC as the lowest responsive and responsible bidder.

This contract will replace the County’s current contract expiring Feb 28, 2026. Prior to commencement, vendor is required to complete and receive acceptance for security and background checks, Florida Department of Law Enforcement records check for each employee with additional requirements such as fingerprinting, security and awareness training, and additional documentation review for locations requiring enhanced security personnel requirements.

Funding for this agreement is included in the FY26 Budget for Construction and Property Management for $665,370 and Utilities for $172,000. If departments require additional services, the respective department must absorb the cost or request a budget amendment. Appropriations for subsequent years will be contingent on future budgets.
