Recommended Action:

Recommended Action

Approval by the County Administrator for the modification and continuation of the grant agreement with the United States Environmental Protection Agency (EPA) for the EPA Section 103 National Air Toxics Trend Stations.

Body

Strategic Plan:

Practice Superior Environmental Stewardship
3.3 Protect and improve the quality of our water, air and other natural resources

Summary:

This modification provides a fourth-year cash award of $98,300.00 and $58,200.00 in EPA in-kind support for the existing National Air Toxics Trend Site (NATTS).  This project represents a continuation of a national ongoing effort to characterize air toxics and assess trends in ambient levels by conducting primary and collocated monitoring in urban and rural areas. Data will be used to measure progress in meeting goals for reducing air toxics emissions and associated health risks.

Background/Explanation:

Air monitoring activities under this grant project have been ongoing since 2004.  The project monitors a select group of air toxics in an urban area in accordance with EPA requirements and standards.   EPA Section 103 grants are typically awarded/issued for a project and budget period of 1 to 6 years.  This award is for the fourth year of the project/budget funding cycle which includes costs from July 1, 2018 through June 30, 2019.

Fiscal Impact:

The award action retroactively increases the award amount of $486,000.00 by an additional cash award of $98,300.00 and $58,200.00 in EPA in-kind services. The new total grant award is $642,500.00. No match is required. The grant provides 100% reimbursements for approved costs.  Expenditures are budgeted in the Air Quality Division operating budget of the General Fund. This is included in the Fiscal Year 2018 and proposed 2019 budgets.

Delegated Authority:

Authority for the County Administrator to approve this Grant Agreement is granted under Code Section 2-62 (a)(1).
