Approval of Change Order No. 4 with QRC Inc. for Fiscal Year (FY) 2024-2026 annual water and reclaimed water repairs and extensions work order contract.
• This Change Order No. 4 increases the contract amount by $10,000,000.00 and adds 365 calendar days for the purpose of having QRC take over certain portions of the utility work on the US 19 project that is behind schedule, as well as replenish funds on this contract that were depleted due to previous work on US 19 that should have been allocated to other emergency repairs.
• The utility work was originally included in the Federal Department of Transportation (FDOT) project. Due to ongoing concerns regarding quality and progress, the County is descoping the FDOT agreement with their contractor and requesting to complete the utility relocation work through the County’s contractor, QRC. This approach will give the County greater control and help expedite completion.
• The Board of County Commissioners awarded the contract to QRC Inc. for $5,750,840.00 on January 28, 2025. Change Order No. 1 corrected a scrivener's error in the agreement. Change Order No. 2 increased the contract by $5,000,000.00. Change Order No. 3 was an emergency request in the amount of $1,762,095.46 to repair a 48-inch water main leak on State Road 580.
• This agreement will be used on an as-needed basis for various projects with no obligation to spend the full contract or to spend any given year. This agreement is included in the FY26 Adopted Budget and the FY26 Estimate of the FY27 - FY32 Adopted CIP Plan in the Water Renewal and Replacement Fund of Pinellas County Utilities. Funding will be included in the Proposed FY27 Carry Forward Amendment, likely in February FY27. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
Bid No. 24-1061-ITB-C, increase by $10,000,000.00 for a revised contract amount of $22,512,935.46; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Strategic Plan:
Resilient Infrastructure and Environment
1.2 Maintain and enhance County infrastructure.
Summary:
Summary
Once the utility work is descoped from the FDOT contractor, the urgency to complete the work under the County’s contract is critical because additional delays may result in claims against the County (approximately $230,000 per week). The bypass and associated Evans Road work are expected to take approximately six to eight months to complete. Additional time is therefore needed to allow the work to be completed under the existing QRC contract.
Body
Background Information:
This utility work was originally expected to be completed as part of the FDOT roadway project. However, there have been ongoing concerns with the quality and progress of the utility work being performed by the FDOT contractor. As a result, the utility work is being descoped from the FDOT project and County staff is requesting to complete the work through the County’s contractor, which will allow the County to have better control over the work and help move it forward.
