Approval of the State Funded County Incentive Grant Program Agreement and corresponding Resolution with the Florida Department of Transportation (FDOT) for construction activities of the Intelligent Transportation System/Advanced Traffic Management System on Duhme Road/113th Street from State Road (SR) 666/Tom Stuart Causeway to SR 688/Ulmerton Road project.

 

                     Agreement amount is $2,932,400.00. FDOT maximum participation is $1,466,200.00; County match is $1,466,200.00.

                     Project construction funded in Fiscal Year (FY) 2027 and FY28.

                     County matching funds for Agreement and overall project are derived from the Local Option Fuel Tax.

                     Project will enhance flow of traffic by providing necessary surveillance of traffic conditions along roadway, and provide motorists with information for alerts, incidents and evacuations.

                     Funding is budgeted in the Capital Improvement Program, in the amount of $8,189,000.00, under project 004544A-ATMS 113th Street, funded by Local Option Fuel Tax and State Grant.

Summary:

Summary

The Agreement, in the amount of $2,932,400.00, provides for FDOT’s maximum participation of $1,466,200.00, and a County match of $1,466,200.00.  Funding will be used for construction installation of ATMS/ITS on Duhme Road/113th Street from SR 666/Tom Stuart Causeway to SR 688/Ulmerton Road. The project will enhance flow of traffic by providing necessary surveillance of traffic conditions along roadways, and provide motorists with information for alerts, incidents and evacuations.  Total project length is approximately 5.883 miles.

Section 14 of the Agreement requires the County to indemnify and hold harmless the FDOT to the extent permitted by law as limited by and pursuant to the provisions of Section 768.28, Florida Statutes. County Resolution No. 06-70 prohibits the County from indemnifying others under most circumstances. FDOT will not modify the indemnification section of this Agreement as this is a standard requirement in their agreements.

Background Information:

The project is part of an overall implementation of the Countywide ATMS/ITS effort that was adopted and funded by the Board of County Commissioners (Board) utilizing the Ninth Cent Local Option Fuel Tax (LOFT) in 2006.  The project includes new installation of fiber optic cable, CCTV cameras, dynamic message signs (DMS) and adaptive vehicle detection systems at intersections.

 

Fiscal Impact:

Agreement amount is $2,932,400.00.  FDOT maximum participation is $1,466,200.00; County match is $1,466,200.00. County PID No. 004544A. County matching funds are derived from LOFT.  Construction is funded in FY 2027 and FY 2028.
