Recommended Action

Approval and execution by the County Administrator of the Third Option of Renewal allowing the Interlocal Agreement (ILA) between Pinellas County and the Pinellas Suncoast Transit Authority (PSTA) to continue for another thirty-six-months.

•                     The Pinellas County Radio System operates and is funded Countywide on behalf of Safety & Emergency Services.

•                     Non-Emergency users such as PSTA pay a proportional use fee annually to utilize the radio system for buses.

•                     This item renews the ILA with PSTA and the $71,030.00 proportional cost for Fiscal Year 2021.

•                     Original ILA was created on March 20, 2018.

•                     Third renewal period is effective October 1, 2020 through September 30, 2023.

Body

Strategic Plan:

Deliver First Class Services to the Public and Our Customers
5.1 Maximize partner relationships and public outreach
5.2 Be responsible stewards of the public’s resources
5.3 Ensure effective and efficient delivery of county services and support

Summary:

Sharing of the radio system spectrum utilized by PSTA provides economies of scale and meets the regional goal of interoperability and interagency communications and allows for seamless communication with Emergency Management during a disaster activation as PSTA assists with evacuations under Federal Emergency Management Agency (FEMA) Emergency Support Function (ESF) #1 Transportation.

Background/Explanation:

The original ILA was effective March 20, 2018 with five (5) additional one (1) year periods upon written agreement of the parties. Both parties have agreed to extend the renewal for an additional three years to minimize the need to return to both Boards on such a frequent basis. The current renewal term is from October 1, 2020 through September 30, 2023.

Fiscal Impact:

PSTA’s portion of annual maintenance based on their portion of airtime is $71,030 for FY21. This results in sharing a percentage of the cost for the radio system infrastructure maintenance. Cost recovery to the County will be allocated between the General Fund, Intergovernmental Radio Communications Fund, and Emergency Medical Services Fund and is consistent with the FY21 Adopted Budget. FY22 and FY23 to be recalculated based on the cost of the maintenance contract extension.

Delegated Authority:

Authority for the County Administrator to sign this ILA is granted under Code Section 2-62 (a) (1).
