Republic Services Inc., and T. Wayne Hill Trucking Inc., for emergency storm response tanker and pump truck services.
Reject the bid from Republic Services on the basis of being non-responsive to the bid requirements.
• This contract provides emergency storm response pumping and tankering services during emergency/disaster events, as needed or required.
• The County received seven bid submittals with award recommendations to the six responsive and responsible contractors named above in the combined amount of $7,726,272.50 for a thirty-six-month term.
• Not all vendors bid all items and a breakdown of amount per contractor is provided in the Fiscal Impact section of the staff report.
• Having on-call services with numerous contractors ensures redundancy in a disaster event. Due to the extent of damage from the hurricanes in 2024, some vendors were unable to respond. This extensive list of contractors will ensure responsiveness during disaster events.
• This request is budgeted for in the Fiscal Year (FY) 2025 Budget of Pinellas County Utilities in the Water Revenue and Operating Fund and Sewer Revenue and Operating Fund. Additionally, funding is anticipated to be supported by the Federal Emergency Management Agency reimbursements during periods of emergencies. Funding for the second year of this agreement is included in the requested FY26 Budget submission. Funding for the third year will likely be requested in a future budget.

This contract is for emergency storm response tanker and pump truck services as needed or required. Having on-call services with numerous contractors ensures redundancy in a disaster event.
This contract period is for thirty-six (36)-months, with unit prices adjustable at 12 months following date of award with increases not to exceed CPI or 5%. This contract includes provision for two (2) additional twelve (12)-month term extensions with same cost-plus percentages.

On March 26, 2025, the Purchasing Division, on behalf of Pinellas County Utilities (PCU), advertised an Invitation to Bid for emergency storm response tanker and pump services during emergency and non-emergency events, as needed or required, to pump and transport domestic wastewater from sewer pump stations, wastewater treatment facilities and collection systems located throughout PCU service areas to designated points in the collection system or wastewater treatment facilities.

Future funding will also be dependent on the adoption of the annual County budget starting in FY26.
