This action certifies the County’s application for the Forward Pinellas Multimodal Priority List. Forward Pinellas will then submit the signed 2022 Consolidated Project Application to FDOT for Surface Transportation Block Grant funding consideration in Fiscal Year 2028. Funding, if received, will be used toward construction of the Belleair Road Multimodal Improvement Project. The proposed project includes the addition of medians, dedicated left turn lanes to reduce traffic backup and rear-end collisions, and a trail connection from the Duke Energy Trail to Eagle Lake Park and the City of Largo’s trail system.

Background Information:
A feasibility study was completed in 2019 by the consulting firm, HNTB Corporation, which addressed transportation needs and upcoming drainage projects. As part of the current design phase, Fiscal Years 2023 to 2025, the proposed alternatives will be refined with the community and cities of Clearwater and Largo for a best fit of this corridor, while increasing the safety of all modes of travel.
Funding for the Multimodal Priority List is administered through Forward Pinellas, the County’s metropolitan planning organization. The Multimodal Priority List is for projects seeking a wide array of federal and state funding sources that support and reinforce the Countywide Land Use Plan through their implementation. Projects selected to advance will be considered for addition to the FDOT Five Year Work Program.
Fiscal Impact:
Grant funding requested is $3,550,000.00. A County match of $10,650,000.00 is included in the Capital Improvement Program Six Year Plan Fiscal Years 2023 - 2028 in PID No. 003862A Belleair Rd. Roadway Improvements from US Hwy 19 to Keene Rd. Total construction estimate is $14,200,000.00.
