Based upon the evidence and findings contained in the staff report and attachments, Case No. ZON-25-01 is recommended for approval:
A resolution approving the application of Todd’s Air Conditioning and Refrigeration, LLC for a zoning change from C-2, General Commercial & Services to E-2, Employment 2.
• The applicant is seeking a zoning change on a 0.98-acre parcel and the proposed use is warehouse.
• The subject property is surrounded by a broad range of nonresidential uses.
• The Local Planning Agency recommended approval of the request (vote 7-0). No one appeared in opposition and no correspondence has been received.

Summary
The subject property is approximately 0.98 acres in size, located in the northeast corner of Whitney Road and U.S. Highway 19 North in unincorporated Largo. The site is currently developed with an underutilized 1970’s structure that was formerly used as an adult use lounge.
The applicant, who also owns the property to the immediate south, acquired the subject property in 2023 and wishes to expand his heating and air conditioning business and to utilize the site’s parking lot and building as a warehouse to store supplies and to park his service trucks in the rear. Additionally, he would like to expand the warehouse building for future business growth. The site’s existing C-2 zoning allows for a variety of uses as noted above, however, it does not allow for a standalone warehouse use. The proposed zoning amendment to E-2, would allow the applicant to use the site as a warehouse and allow for him to expand his business. The rezoning would be consistent with the sites existing Commercial General FLUM category.
The proposed change to E-2 would also allow a broader range of non-residential and business warehouse type uses, that are consistent with the surrounding non-residential uses along this segment of U.S. Highway 19. Staff is of the opinion that the proposed Zoning Atlas amendment is appropriate for the subject property and is compatible with the surrounding development pattern and the Commercial General FLUM category. In general, the proposal is consistent with the Pinellas County Comprehensive Plan and is appropriate for this location.

The LPA unanimously recommended approval of the request during its June 11, 2025, public hearing (Vote 7-0).
Surrounding property owners within 250 feet of the subject property were notified by mail. A sign advertising the public hearing was posted on the subject property.
