Approval of the ranking of firms and agreement with Johnson, Mirmiran, & Thompson, Inc. (JMT) for professional engineering services for the 62nd Avenue North roadway improvements project.

 

                     This contract is for professional engineering services for the 62nd Avenue North roadway improvements project.

                     Four firms submitted proposals and were evaluated with recommendation to award to the top ranked firm, JMT, in the amount of $1,579,676.63 in accordance with the Consultants Competitive Negotiations Act (CCNA), per Florida Statute 287.055. This amount includes $143,348.71 in contingency funds.

                     Three certified Small Business Enterprise subconsultants are included in the award to JMT: Agenor & Campbell Structural Engineers, LLC d/b/a AC-Structural, Dark Moss, LLC d/b/a Dark Moss, and The Valerin Group, Inc. for total SBE fees in the amount of $91,398.57, or approximately 6% of the total award amount.

                     This agreement will be effective for 1,080 days from issuance of notice to proceed from the County.

                     Funding is reflected in the Amended Fiscal Year 2025 Capital Budget, budgeted under the 62nd Avenue North Roadway Improvement from 34th Street North to 49th Street North Project 000097A, funded by the Local Infrastructure Sales Surtax (Penny for Pinellas) and Multimodal Impact Fees.

 

Contract No. 24-0902-RFP-CCNA in the amount of $1,579,676.63; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

The purpose of the project is to improve traffic and pedestrian safety on 62nd Avenue North, from west of 49th Street North to 34th Street North (U.S. Hwy. 19 N). Currently, this segment of 62nd Avenue North has turn lane deficiencies at signalized intersections, gaps in sidewalks, and a lack of bicycle accommodations.

Background Information:

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released September 4, 2024, on behalf of Public Works with submittals due October 17, 2024; the negotiation and scoping process concluded May 29, 2025.

The contract includes fully burdened hourly rates that include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMCSA will be reimbursed in accordance with Florida Statutes.

The County proposes to improve approximately 1.54 miles of 62nd Avenue North (CR 216) from 780 feet west of 49th Street North to 34th Street North (U.S. Hwy 19 N).

This project is based on the findings from the Preliminary Engineering Report (PER) dated February 2024. The final draft of the Preliminary Engineering Report (PER) was derived from a Conceptual Corridor Report, Traffic & Safety Analysis Report, Health Impact Assessment, and the Traffic Analysis for Proposed Youth Park Multiuse Sports Complex that were completed as part of the PER.

The proposed improvements include a 38-foot wide, three-lane typical section. This includes one 12- foot EB lane, one 12-foot WB lane and one 14-foot two-way left-turn lane. This alternative also proposes 6-foot and 8-foot sidewalks, as well as a 12-foot shared use path on the north side of the corridor and drainage improvements.

The intersection of 62nd Avenue North & 49th Street North will be upgraded with traffic mast arms, pedestrian signals, and dedicated left turn lanes.

 

Fiscal Impact:

Total contract not to exceed: $1,579,676.63

 

Funding is reflected in the Amended FY25 Capital Budget, budgeted under the 62nd Avenue N Roadway Improvement from 34th Street N to 49th Street N Project 000097A, funded by the Local Infrastructure Sales Surtax (Penny for Pinellas) and Multimodal Impact Fees (MMIF). Available funding in excess of the recommended not-to-exceed amount is available for other project costs such as construction. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
