Approval of the Resilient Florida grant agreement with the Florida Department of Environmental Protection for Cross Bayou Canal (Canal) Improvements Phase 1 and 2.
• Grant agreement provides $12,928,000.00. A County match of $12,928,000.00 is required.
• Project will restore and enhance approximately 2.4 miles of the Canal and mitigate flooding issues in support of the Forward Pinellas Gateway Master Plan.
• Match funding of $12,928,000.00 funded by Local Infrastructure Sales Surtax (Penny for Pinellas). The project will include design, permitting and construction.
• Cross Bayou Improvements Phase 1 (002124A) and Cross Bayou Improvements Phase 2 (002124B) are budgeted in the Proposed Fiscal Year (FY) 2026-FY31 Capital Improvement Plan, funded by Local Infrastructure Sales Surtax (Penny for Pinellas) and State grant funding.

Summary
The Resilient Florida Grant Agreement in the amount of $12,928,000.00 provides funding assistance for design, permit and construction of Cross Bayou Canal Improvements Phase 1 and 2. The Project includes restoration and enhancement of the Canal to address the effects of frequent flooding and erosion in the area.
The Cross Bayou Canal Drainage (CBC) Project will provide drainage improvements which include restoration of hydraulic capacity in the canal, re-shaping and bank stabilization to improve conveyance, flood control, protection of infrastructure and buildings. In addition to the benefits of flood control and water quality, significant long-term maintenance cost-saving will be realized for CBC. This Project will significantly reduce flooding extents along the channel and in areas upstream of CBC in the Cross Bayou Watershed. Green infrastructure design elements will also be incorporated where feasible to improve habitats and water quality.

The 2020 Forward Pinellas Gateway Master Plan identified the Cross Bayou project as a short -term priority and of the highest priority among triple bottom line resilience and sustainable infrastructure catalyst projects. The CBC is a priority waterbody and major drainage conduit for the Cross Bayou Watershed.

Payment will be provided on a reimbursement basis for eligible design, permitting, and construction expenditures. County match requirement is $12,928,000.00 (funded by Penny for Pinellas). Cross Bayou Improvements Phase 1 (002124A) and Cross Bayou Improvements Phase 2 (002124B) are budgeted in the Proposed FY26-FY31 Capital Improvement Plan (CIP), funded by Penny for Pinellas and State grant funding.
