Approval of the Municipal Services Taxing Unit (MSTU) Special Projects funding request made by the Palm Harbor Area Senior Council, Inc., a non-profit organization, for renovations of the Sunderman Recreation Complex restrooms located at 1631 9th Street in Palm Harbor.
• Existing restrooms at the Sunderman Recreation Complex have not been updated since the building was built in 1979.
• This project will improve ADA accessibility, replace toilets and fixtures with eco-friendly alternatives, paint walls and ceiling, and resurface floors with epoxy for sustainability. Project will be managed by Palm Harbor Parks and Recreation.
• The total cost of the project and funding request is $18,849.20. This amount is a one-time expenditure of budgeted MSTU Special Projects funds. Funding is included in the General Government MSTU cost center within the General Fund and is consistent with the Fiscal Year 2024 approved budget.

Summary:
Title
The Palm Harbor Area Senior Council (PHASC) promotes the vital aging of the Greater Palm Harbor Senior Community. Established in 1977, the PHASC was instrumental in securing County funding for the “Senior Activity Center” built in 1979 and is still in use as an auxiliary recreational use building at the Palm Harbor Parks and Recreation “Centre” campus on 16th Street.
PHASC recognizes regular physical activity is vital for healthy aging because it helps delay, prevent, or manage many costly, chronic diseases. In 2022, the Journal of the American Medical Association (JAMA) studied the physical activity of 272,550 people ages 59-82 years. The study determined that 7-15 hours of physical activity per week was associated with a large reduction in mortality risk.
As such, the Palm Harbor Area Senior Council supports safe, secure, and clean recreation facilities for the health, safety and comfort of not just older adults, but all users and visitors. The proposed updated restroom facilities will be equipped with enhanced mobile/physical disability accessibility. Renovations and upgrades will provide energy savings and improve hygiene. Renovation of facilities are in line with providing first class services to the public.
Background Information:
The MSTU Special Projects Funding opportunity was created by the Board of County Commissioners for the purpose of supporting projects that enhance community and neighborhood opportunities in unincorporated areas of Pinellas County. These MSTU Special Projects Awards are intended to support culture, recreation, and community engagement opportunities for residents in unincorporated areas that are comparable to those opportunities which municipalities typically provide to their residents.
