Award bid to TLC Diversified, Inc. (TLC Diversified) for the headworks piping modification project at the W.E. Dunn Water Reclamation Facility.

Bid No. 145-0503-CP(DF); PID No. 002207A/2158; in the amount of $2,897,777.00 on the basis of being the lowest responsive, responsible bid received meeting specifications; all work is expected to be completed within 240 consecutive calendar days.  Chairman to sign and Clerk of the Court to attest.

Summary:

Staff has reviewed the bids and recommends award to TLC Diversified in the amount of $2,897,777.00.

The purpose of this project is to repair critical piping within the plant.  Proposed improvements include rehabilitation of several existing plant mains and headworks piping, new valves and fittings and the installation of an emergency by-pass pipe around the headworks.

 

Background Information:

While performing recent maintenance near the plant headworks effluent flow meters, staff observed a significant amount of deterioration in the crowns of two (2) large mains.  Probable cause was release of hydrogen sulfide gas, which can cause corrosion within the pipe.  Staff conducted a non-destructive evaluation of several plant mains and determined that rehabilitation of the existing pipelines was a feasible alternative to full replacement.  Performing this rehabilitation will prevent future pipe failures and/or spills which could amount to 9,000,000 gallons of water per day.

Only one responsive and responsible bid was received and was within four percent (4%) of the engineering estimate.  Four (4) prequalified contractors that requested plans and specifications were contacted to discuss why they did not submit a bid.  All stated that they were responding to other advertised bids statewide during that timeframe and did not have resources to submit a bid on this project. 

Awarding the project at this time will allow construction to occur during a time of year when the plant typically experiences annual low flow.  That timing is important for this project due to necessary large scale by-pass pumping.

 

Fiscal Impact:

Total expenditure not to exceed: $2,897,777.00

 

Funding for this project is derived from the Utilities Department Sewer Enterprise fund.
