Approval and execution by the County Administrator of the Second Amendment to the Agreement US Water Services Corporation DBA Rocha Controls (Rocha) for Quantum and Unity Upgrade services.
• This contract is for the Quantum and Unity Upgrade services.
• The Second Amendment is for a planned increase to the contract of $241,758.00 and amends the Contractor’s name in the Agreement from “Benro Enterprises, Inc. DBA Rocha Controls” to “US Water Services Corporation DBA Rocha Controls”.
• The Second Amendment increase is necessary to complete the Human Machine Interface (HMI) updates to the SCADA system following the installation of the new programmable logic controllers (PLCs).
• A time extension was approved by the Purchasing Director on November 27, 2024, for an additional 1026 calendar days through August 17, 2026.
• The First Amendment was approved by the Board of County Commissioners on November 15, 2022, to increase the contract by $4,567,898.00 for Phase 2 guaranteed maximum price.
• This contract was awarded by the Board of County Commissioners on May 11, 2021, in the amount of $866,365.00.
• Funding for this contract is budgeted under Programmable Logic Controller Upgrades project 003765A, included in the FY25-FY30 Capital Improvement Plan, funded by the Water Renewal and Replacement Fund and Sewer Renewal and Replacement Fund, in the amount of $1,387,000.00. A total of $826,597.46 is available based on FY25 actuals and encumbrances, sufficient to fund the amendment. Funding is included in the FY26-FY31 Proposed CIP in the amount of $917,000.
Contract No. 190-0132-NC increase in the amount of $241,758.00 for a revised total contract amount of $5,676,021.00 through August 17, 2026.

Background/Explanation:
Change Order No. 1 was approved by the Purchasing Director on November 27, 2024, to extend the duration by One Thousand Twenty-six calendar days through August 17, 2026. The First Amendment was approved by the Board of County Commissioners on November 15, 2022, to increase the contract by $4,567,898.00 for Phase 2 GMP. This contract was awarded by the Board of County Commissioners on May 11, 2021, in the
amount of $866,365.00.
