Approval of the Municipal Services Taxing Unit special projects funding request made by the East Lake Recreation (ELR) District for the construction of concrete bins for the storage of bulk sand, clay, and soil material.
• This project will allow ELR to construct concrete block storage bins which will enable them to safely store bulk clay and soil material. This bulk material is needed to repair and restore the playing fields at the East Lake Recreation complex located at 3555 Old Keystone Road in unincorporated north Pinellas County.
• ELR provides and manages recreation and sports programming to the community of East Lake. Funding for the requested project will increase its ability to provide these recreation opportunities to the Community.
• The project funding request is for $20,000. East Lake Recreation will use capital funds to supplement the total cost of the project which is $22,000.00.

MSTU Special Projects FY23 Funding Request for East Lake Recreation District; a non-profit organization under the auspice of the Palm Harbor Community Services Agency Inc. ELR provides recreation services and maintains and operates multiple recreation facilities in the unincorporated area of East Lake.
Currently these materials are stored in a pile in a parking lot taking up valuable space that can be used for parking. It also is a safety concern for children that climb and play on these piles. The storage bins will offer ELR a place to store materials and keep them clean, weed free, and out of eyesight.
This project will give the users of ELR facilities more space for parking. It will provide for a safe way to store these materials and a less attractive nuisance for children who tend to play in dirt piles. It will help ELR save product that is lost due to contamination and runoff. This project supports County's environmental stewardship strategy.
The project funding request is for $20,000. East Lake Recreation will use capital funds to supplement the total cost of the project which is $22,000.
Background Information:
The MSTU Special Projects Funding opportunity was created by the Board of County Commissioners for the purpose of supporting projects that enhance community and neighborhood opportunities in unincorporated areas of Pinellas County. These MSTU Special Projects Awards are intended to support culture, recreation, and community engagement opportunities for residents in unincorporated areas that are comparable to those opportunities which municipalities typically provide to their residents.
Fiscal Impact:
The request for funding in the amount of $20,000 is a one-time expenditure of budgeted MSTU Special Projects funds. All costs exceeding the maximum award will be paid through the East Lake Recreation District’s capital fund budget. Body
